Syllabuses
Schools be asked to satisfy themselves as far as possible that any such subjects are offered in good faith.

The detailed rovision of all existing syllabuses, the framing of new syllabuses where required, and the Givision of subjects where necessary into further sub- sections, should, we consider, be carried cut as soon as possible by special subject-panels, appointed for the purpose.
We therefore here confine ourselves to the following general recommendations concerning syllabuses :-
An oral test should be included in all language examinations, with the exception of Chinese. In Chinese,

(a) Languages.
offering Kwok Yu in the Language paper should be required to specify this in advance, and to take an oral test in Kwok Yu.
(b) Additional Mathematics. The syllabus should cover an appreciably wider range than that for Elementary Mathematics, and should not merely consist of more difficult questions on the same syllabus.
(c) Science. Some form of practical test, to be held in
candidates' own schools, should be included in the examinations in Physics, Chemistry, General Science, Biology.
Hygiene should be omitted from the subject General Soience.
(a) Housecraft, Music, Handicraft, Art. A practical
examination is essential.

Form of Certificate
Entry to Class II
Biblical Knowledge. The two versions should be combined into one paper, with alternative questions where necessary; the paper to be set and marked by a joint panel of examiners.
We recommend that in all subjects the following three grades of performance be recognized, and indicated on the certificate :-
Pass with Distinction
Pass with Credit
Pass
We recommend that in all subjects the pass-mark should be 40%, with 60% qualifying for a Credit and 80% for a Distinction.

A specimen of the type of certificate which we recommend is attached.
The school record covers a period of four years before the examination.
It will be necessary for all participating schools to keep such individual records as will make the required information readily available. If a pupil changes from one school to another, a certified copy of his record up to the time of the transfer must be supplied to the Head of his or her new school.

If compulsory subjects in the School Certificate Examination are abolished, it will obviously be undesirable to fix too rigid a requirement of attainment in compulsory subjects as a condition for entry into Class II; otherwise the effect will merely be to perpetuate the existing type of examination, at a stage one year earlier than at present.
